Penang Green Summit

Speech by YAB Chow Kon Yeow, Chief Minister of Penang cum Chairman of Penang Green Council during the 2nd Press Conference of Penang Green Summit 2025 on 17th September 2025 at KOMTAR:

It is my pleasure to welcome all of you to the second press conference of the Penang Green Summit 2025 (PGS 2025).

When we launched this Summit in June, we highlighted the urgency and opportunity of energy transition. In just a few months, the global dialogue on climate and energy has intensified, underscoring that the pace of change is accelerating. For Penang, the message is clear: to remain resilient and competitive, we must lead this shift. This year’s theme, “Moving Towards Sustainable Energy”, reflects that energy transition is no longer a distant goal but a foundation for economic strength, supply chain security, and a thriving low-carbon future.

Ladies and gentlemen,

Penang’s green agenda is moving decisively from policy to action. Two key milestones demonstrate this progress:
• The Penang Green Industry Programme (PGIP) empowers industries—especially SMEs—to share knowledge, adopt best practices, and stay competitive in a low-carbon economy. Under this programme, the State Government, through the Penang Green Council, will launch the CM Fund – Transition Financing Scheme during the Summit. Developed with a local banking partner and anchored on a blended finance model, this scheme provides preferential financing and ESG capacity-building to help SMEs decarbonise operations and meet global sustainability standards. This is not only an environmental step but an economic strategy to future-proof Penang’s manufacturing ecosystem and attract high-quality investments.
• The No Plastic Bag Every Day Campaign, fully enforced since 1st September 2025, reflects our firm commitment to reducing single-use plastics and setting a benchmark for other states in Malaysia.

These initiatives are part of a larger vision. They send a clear signal that the transition to sustainability is no longer optional—it is the way forward for every business.

The Penang Green Summit 2025 will serve as a gateway for this transformation. Over two days, participants will gain:
• Insights from leaders and experts driving energy and sustainability transformation.
• Practical strategies through panel discussions focused on real-world solutions.
• Networking opportunities to connect with decision-makers, innovators, and potential partners.
• Access to a showcase of cutting-edge technologies and solutions that can immediately benefit business operations.

This Summit is about actionable pathways—affordable methods to cut carbon, adopt renewable energy, and build sustainable supply chains.

Penang’s growth as an innovation hub depends on our ability to grow sustainably. Green transition is no longer a moral choice; it is an economic imperative. Every industry must act now to remain competitive in a rapidly changing global landscape.
